Hi.no not really rare two reasons that star notes are printed first when the serial numbers reach eight zero's that note is destroyed and replaced by a star note.The most common reason is when a printed note is damage during printing.Those notes are pulled and destroyed and replaced with star notes.Generally since less star notes are printed they do command a priemum most of the time over regular notes.
